Circular 2/09
Under the terms of Circular 2/09 the ICT Control Section (CMOD, Department of Finance) is responsible for the approval and monitoring of ICT-related expenditure. Its remit extends to all Depts\Offices; the Education and Local Authority Sectors; and all non-commercial semi-state bodies.
The new arrangements covered by Circular 2/09 are in keeping with Government Decision S290/05/0015D of July 2008. The arrangements are part of a range of initatives designed to reduce risk and achieve better value-for-money. These arrangements apply from 1 January 2009 to all ICT expenditure from Voted Funds. This circular supersedes Circular 16/97. The Circular covers all expenditure on hardware, software, telecommunications infrastructures plus services, IT-related services provided by an external resource, and maintenance (including consumables).

Organisations Affected
Non-commercial public sector bodies that are affected under these new arrangements include:
- Central Government Departments, Offices and non-commercial agencies and organisations which have a formal reporting and legal relationship with these Departments;
- Local authorities in Ireland including urban and district councils; regional assemblies; county enterprise boards; and, libraries;
- The Irish Health Sector including the Department of Health and Children, the Health Information and Quality Authority (HIQA), the Health Services Executive (HSE) and all public sector organisations under their aegis;
- Department of Education and associated agencies and organisations; third level institutions (Universities, Institutes of Technology); VEC schools, primary and secondary schools;
- Department of Justice, Equality and Law Reform and agencies and organisations which have a formal reporting and legal relationship with the Department;
- Department of Defence agencies and organisations which have a formal reporting and legal relationship with the Department;
